Customs practice is gradually moving away from taxation to become a compliance issue, with growing needs in terms of sanctions, export control, and new regulations likely to constitute non-tariff barriers.

As with customs, traceability is at the heart of the issues facing operators, who have to consider the penal risk induced by their international development and the multiplication of specific regulations.
